The author acknowledges that, in 1975, after the 1972 definition of Coordinated Universal Time (UTC), ‘the 15th General Conference of Weights and Measures recommended that UTC should replace Greenwich Mean Time (GMT) as the basis of legal time’.
The adjustment is less than 1 second. For the purposes of simplicity over the interim period of this exercise, the author has chosen to refer to GMT as the basis at this stage. All relevant legislation in the jurisdictions that will benefit from the acceptance of this proposal use UTC in their respective definitions and this proposal is NOT recommending that there be any change to that situation.
